This paper presents the details of observed features associated with a dramatic O(+) outflow event that was monitored by the Millstone Hill incoherent scatter radar during the maximum phase of the February 1986 magnetic storm, when the upward flux of O(+) ions exceeded 3 x 10 to the 9th/sq cm per sec. The observations indicate that the mid-latitude ionosphere constitutes a significant source of upflowing thermal O(+) fluxes to the overlying magnetosphere. The relationship between the observations and the ion outflow mechanism associated with ring current O(+) precipitation and frictional ion heating are discussed.
