Since the beginning of the space age, attempts have been made to find solar wind parameters which closely follow the solar cycle as described by sunspot numbers (SSN). Yearly median values of the solar wind quasi-invariant have been shown recently to have a 98 percent correlation with SSN at 1 AU (Osherovich, Fainberg and Stone, 1999). QI is defined as the ratio of the magnetic energy density to the flow energy density in the solar wind. Using Pioneer-Venus and Voyager data, we have shown that QI is a reliable heliospheric index of solar activity which is measured on board spacecraft. Known geo-effective structures such as magnetic clouds have abnormally high QI (10 - 100 times the yearly median value). We present examples of high QI events and an analysis of their geo-magnetic impact. We stress the importance of long term QI variation for indexing the solar cycle and classification of different structures in the solar wind.
