Transfer of cyclotron radiation in a rarefied plasma under the combined action of collisions and radiative transitions on the electron distribution over Landau levels in a magnetic field is considered. For an arbitrary relationship between collisional frequency and the time of cyclotron transitions, emissivity and absorption coefficient are found, and the formation of the cyclotron radiation spectrum in a homogeneous plasma slab is investigated. The results are useful for the theory of cyclotron lines in the optical spectra of magnetic white dwarfs and for the calculation of the radiation pressure force in the atmospheres of these stars.
