A semi-classical theory has been developed to describe the propagation and amplification of broadband masers at 1667, 1665, 1612 and 1720 MHz in the hyperfine transitions of the ground rotational state of 2Π3/2OH. The formalism of a two-level theory previously reported has been extended to four levels for this purpose. Calculated intensities are briefly compared with those observed in W3(OH) and elsewhere. It is not possible with present observational data unequivocally to establish the physical conditions that hold in masing regions. It is noted that indirect observation of the kinetic lifetime of inversions would greatly aid interpretative efforts.
