Particles which decouple before quark confinement in a hot big bang will have a number density significantly below that of relic neutrinos. Fermions whose mass exceeds about 500 eV may cluster in dwarf galaxies without violating phase space constraints; however, the free-streaming mass scale for such particles is much larger than a dwarf galaxy mass. Results from a numerical simulation show that this free streaming does not mean such particles cannot provide the missing mass in dwarf galaxies, so long as such dwarf galaxy halos constitute a small fraction of the dark matter in the universe. It is shown that the results of the simulation are not affected by two-body scattering.
