The drift theory of charged particles in electric and magnetic fields is reviewed. An alternative simplified derivation of the guiding center velocity is derived, several complexities are eliminated, and possible misconceptions of the theory are clarified. The results are independent of the scale length of variation of E and B, in contrast to existing drift theory. The implications of this result are discussed for three important cases.
