The manifestations of solar cycle changes on the heliosphere will be reviewed in the context of recent insights about the conservation of open magnetic flux, the temporary addition of magnetic flux by CMEs, and the potential role of CMEs in reversing the heliospheric magnetic field over the solar cycle. The concept that the Sun's large-scale open magnetic flux is conserved over the solar cycle suggests that the reversal of the Sun's large-scale magnetic field must be achieved through footpoint motions involving interchange reconnection at the Sun. Recent work has shown that CMEs cause the increase in the heliospheric magnetic field strength (roughly x 2) near solar maximum by temporarily adding closed magnetic flux. Eventually, when the CMEs have propagated out to 10's of AU, the closed flux undergoes interchange reconnection back at the Sun. Through this process, the net open magnetic flux is conserved. The temporary addition of closed flux leads directly to stronger modulation of galactic cosmic rays and a host of other heliospheric effects associated with solar maximum. The interchange reconnection that opens field lines in CMEs appears to be a systematic process which causes net poleward or equatorward migration of open magnetic flux depending on the phase of the solar cycle. Thus, interchange reconnection in CMEs may be the process that leads to the reversal of the heliospheric magnetic field polarity over the solar cycle. Our view of an inherently dynamic structure of the heliospheric magnetic field has impacts not only in the supersonic solar wind, but also beyond the termination shock for the magnetic structure and variability of the heliosheath.
