We study cold atomic clouds with a HI column density 1018 cm-2,possibly representing the low column density tail of the traditional population of the cold neutral medium in the Milky Way. These clouds have column densities close to the minimum imposed by thermal evaporation,a peak optical depth of only 0.1 to 2%, and a line-of-sight length of 103 AU. We sample nearly thirty low density clouds using the Arecibo radio telescope and compare their properties with predictions from numerical models.
