As initially conceived, the idea of a regional cabled observatory was unfettered by reality. As we move through the design, contract, test-bed, major funding, community involvement, and experimental definition, final implementation, and eventual operational phases, reality, in the form of both fiscal and pragmatic exigencies, is taking ever-larger bites out of the initial vision. At the same time, technology has been constantly adding capability, flexibility, durability, and reliability to the aspirations once entertained by the initial design teams. As a consequence of convolved, but non-linear evolution in multiple enabling technologies in the fields of communication, computation, robotics, genomics and complex simulations, the fabric of the first integrated regional cable ocean observatory, to be deployed in the North East Pacific Ocean, will be woven in a style that supports entirely novel forms of scientific inquiry. Examples include, but are not limited to: ecogenomics, plate tectonic productivity, comprehensive volumetric carbon budgets, enhanced weather predictions, and in situ exploration of resource deposits. The opportunity to implement a 20-year experiment at the scale of a tectonic plate, designed to directly correlate the deformationally induced fluxes of subseafloor microbial biomass will allow, for the first time, quantitative models of fluxes across the lower boundary of the ocean. Preliminary results of a proto-type experiment with this goal in mind will be presented.
