Recombination-line spectra of fifteen H II regions were observed at 1.4 GHz, 1.6 GHz, or both, for emission from a partially ionized medium which may be associated with the H II region. Carbon lines were detected toward six of the fifteen H II regions: W 33, M 17, W 40, W 48, W 49A, DR 21. Hydrogen recombination-line spectra of DR 21, which cover the frequency range from 1.42 to 8.6 GHz, display unusual line-width and radial-velocity characteristics which can be explained by a two-component model of the H II region(s). The apparently low helium abundance in DR 21 probably results from geometric properties inherent to the structure of the H II region.
