The relative role of neutral winds, electric fields, precipitating electrons and chemical loss processes for formation of high latitude sporadic E is assessed by studying the continuity equation for electrons taking into account vertical and horizontal transport of ionization. Simultaneous observations of electric fields and neutral winds from rocketborne Barium and TMA release experiments and electron density from the Chatanika incoherent scatter radar are used for this study. It is found that electron precipitation usually is the major cause for the formation of such a layer. The modified wind shear mechanism, taking into account the effect of electric fields, is important under low electron precipitation conditions only. The electron production rate profiles are computed for various values of dissociative recombination coefficients.
