Recent interpretations of the low frequency nonthermal galactic radio noise continuum, and of the galactic gamma-ray background in the 30-100 MeV range, placed new limits on the local interstellar cosmic ray electron intensity below 1 GeV. The effects of solar modulation on these interstellar electrons were examined using the conventional modulation theory. Various options for the interplanetary scattering mean free path and its variation with time are considered. If this mean free path is assumed to be independent of energy below about 0.5 GV and to vary slightly throughout the solar cycle, the observed quiet time electron intensities at earth between about 0.5 and 100 MeV can be explained in terms of a modulated interstellar electron component. The low energy electron intensity observed near earth depends sensitively on the low energy interstellar intensity; the interplanetary radial gradient of these low energy electrons is predicted to be small throughout the inner solar system and the intensity of electrons approaches that in interstellar space only near the boundary.
