Attention is drawn to the likelihood of significant diffusion of high-energy cosmic rays in extragalactic space. A model is presented in which the majority of the cosmic rays observed above 10 to the 18th eV come from the central region of Virgo. The observed spectral shape can be understood in terms of energy-dependent diffusion in the presence of energy losses due to interactions with the microwave background. The model also predicts anisotropies which are in qualitative agreement with those observed.
