After a brief review of the history of galactic discovery and theory, the problem of explaining the spiral structure of many galaxies is discussed. If these spiral arms participated in the rotation of the galaxies around their centers, they would by now consist of hundreds of turns. But they contain only a few turns; therefore, they do not rotate with the galaxies. Their strong emission in the H II region indicates that they are the site of formation of stars. According to the theory of Lin, spirally shaped gravity waves could exist and perpetuate themselves in galaxies. Their velocity would be less than that of the rotating matter in the galaxies; thus, when that matter (especially gas) encountered them, it would be rapidly decelerated and pile into itself, or be compressed. As the gas was compressed, an unstable system would be created whereby positively self-reinforcing gravitational forces would lead to star formation. Hence stars would be formed and bright light emitted most often around these spiral density waves, in reality the arms of the galaxy.
