The rate of close collisions among galaxies in a cluster, and the rates
of both gravitational two-body and violent relaxation are shown, in most
cases, to be proportional to the Hubble constant. Therefore, the number
of collisions or the degree of relaxation attained in one Hubble time
are invariant to the Hubble constant.
