A new dynamical study of the local supercluster and its environs is proposed. This study will use a distance-limited, all-sky sample to characterize the properties of the velocity field out to 4,000 km/s, including the distortions produced by the Great Attractor, and to measure the mass and mass-to-light ratio of the local supercluster. We will observe ~ 600 and 1300 galaxies in the I and V bands, respectively, at the CTIO 1.5-m telescope over three semesters. This sample, combined with the Mathewson et al. (1996) one and our northern sky observations, will include 3,500 spirals suitable for studies with the Tully-Fisher relation. The I-band images will allow us to obtain precise galaxian axial ratios and magnitudes required for Tully-Fisher work. The V-band images will allow us to transform I-band magnitudes to the standard system, as well as correct for possible T-F systematics due to galaxy color. Our sample will be an order of magnitude larger than previous work, allowing us to improve models of the velocity field of the local supercluster. It should also improve the current constraints on Ω and the biasing parameters, using an improved density field that will be obtained from 2MASS.
