The existing theories regarding the origin of comets are briefly examined. It is suggested that the long-period comets are among the condensed remnants of cooled interstellar masers formed in a dense region at the nebular boundary. The dynamics of the maser-comet transition are investigated and approaches are proposed to exploit this relationship in a study of star and planet formation.
