Observational programs now underway are measuring the emission line and absorption line kinematics of galaxies at high redshifts to determine their dynamical masses and look for evolution of fundamental galaxy relations with cosmic epoch. Yet, there is no local sample of galaxies with comparable spatially-integrated kinematically resolved data in the [O II] (lambda)3727 to 4600Aregion most commonly observed in the higher redshift spectral surveys. We will compile a velocity-resolved ((Delta)V~eq1.2Å) digital spectroscopic atlas of local spiral, irregular, and starbursting galaxies for comparison to results being obtained in the early universe. Our targets have existing H I 21-cm and H(alpha) data which we will use to assess whether the [O II] doublet and stellar absorption (Ca) features utilized in high-z observations provide a robust measure of the dynamical masses and systemic velocities.
