The manner in which density perturbations would grow in a universe where neutrinos have a nonzero rest mass is considered. It is shown that perturbations in neutrino matter and in ordinary matter would produce clusters of galaxies and neutrino halos in dynamical equilibrium in their own gravitational field. The results indicate that the missing mass in typical clusters would be determined solely by fundamental constants and would be approximately 10 to the 15th solar masses.
