It is shown that terrestrial magnetic field variations may be used to diagnose inhomogeneities in the solar wind electric field with a scale on the order of the size of the terrestrial magnetosphere. A comparison of direct recordings of magnetic field variations at the polar cap observatories Tule and Vostok shows substantial field fluctuations lasting up to several tens of minutes, passing to the opposite phase, and apparently related to fluctuations in the By component of the interplanetary magnetic field. These opposite-phase changes have also been found in the mean hourly values for the vertical component. In terms of sign the field variations at the terrestrial observatories agree with those expected from the By measurements at a satellite in the hemisphere in which the satellite is located at this time.
