We propose to complete a V and R survey of 50 deg^2 in a 1 deg wide strip centered at (delta)=+29°30'. We expect 10σ detections of galaxies at V ~less 22.8, R ~less 22.2, and stars with V=23.2, R=22.6. We plan to use this survey as a basis for (i) accurate relative astrometry, magnitudes, and colors for a 50,000 galaxy redshift survey with a median redshift of z ~ 0.3 carried out with the 300-fiber Hectospec on the 6.5-meter MMT (ii) a well-calibrated determination of the local galaxy luminosity function in two colors, and (iii) a measurement of the evolution of clusters of galaxies and their surroundings for z ~less 0.6. The 50° extent of the proposed strip (i) covers an area at z ~ 0.3 that is large compared with the maximum scale, ~ 100 h^-1 Mpc, where large scale structure has been observed (Broadhurst et al. Nature 343:726; Landy et al. ApJL 456:1), (ii) provides a large enough sample of galaxies, ~ 750, to compute a two-color luminosity function at z ≲ 0.1; and and (iii) yields ~ 200 clusters with z ~less 0.6.
