The electromagnetic instability in collisionless anisotropic magnetized plasma contrastreams is investigated for perturbations propagating normally to the ambient magnetic field. The parallel temperature is found to stabilize the configuration when it does not exceed the perpendicular temperature and to have destabilizing effects when it exceeds the latter. A comparison of growth rates associated with coexisting electromagnetic and electrostatic instabilities shows that the electromagnetic instability may predominate at low interpenetration speeds and large magnetic field strengths. It is noted that the usual two-stream electrostatic instability does not exist under the physical conditions in the quiet solar wind at 1 AU and that the electromagnetic instability may account for observed fluctuations and heating of the solar wind.
