Consideration is given to the effects of a possible two-stream instability which may arise between small charged grains and the ionized part of the post-shock gas of a shock moving through interstellar gas. Conditions for the onset of such an instability are obtained, and it is shown that the instability, by acting primarily to brake the smaller grains, forms two populations of grains which stream relative to each other with the velocity of the cloud. Collisions between grains in the two populations would then cause the destruction of grains which would increase with cloud velocity, and may account for the nearly normal abundances of clouds with high velocities by the return of grain contents in gaseous form to the cloud.
