A static spherically symmetric universe model is proposed to explain observed galactic redshifts and microwave background radiation. According to this model, there is a singularity which continually interacts with the universe. Although the model does not provide a good fit with reference to Einstein's field equations and a plausible equation of state, the approach is useful, since it can indicate that the universe is expanding. This conclusion is not based on a priori assumptions about space-time geometry. The static spherically symmetric model is applied to show that an observer cannot deduce from the isotropy of the microwave background radiation that the universe is spherically symmetric about him.
