Electron beams counter-streaming along the magnetic field in a plasma are studied, with the aim of accounting for the radio-frequency emissions observed near integer-plus-half values of the electron cyclotron frequency. The study involves finding the normal electromagnetic modes of the two counter-streaming beams and the stationary plasma, then searching for negative and positive modes in each of the three subsystems as a check against system instability. The findings have bearing on the three-halves electron cyclotron frequency emissions observed at auroral latitudes.
