Observational data on the visible angular dimension and interstellar scintillations of the Crab pulsar are consistent with the theoretical model of a statistically homogeneous turbulent medium with a piecewise power-law spectrum. The power-law indices are about 3.5 at low frequencies and about 4.5 at high frequencies, with spectral steepening occurring near alpha = (7-10) x 10 exp 11 cm.
