A numerical model based on the kinetic equation for photoelectron spectra is developed for the dynamics of the formation of photoelectron fluxes in the midlatitude ionosphere and magnetosphere. The model is used to calculate the angular and energy spectra of photoelectrons, and the secondary ionization rates and electron gas heating rates under conditions of illumination in magnetic conjugate regions of the ionosphere.
