A system of equations governing the dynamics of a fluid under the influence of radiative forces is presented. The starting point is Thomas's form of the equation of transfer, but the final equations are good only to order v/c, where v is a typical fluid speed and c is the speed of light. Continuous absorption and Thomson scattering are treated, and they influence the energy balance differently. The radiation field is described by the first two moments of the transfer equation, and the resulting system may be thought of as a two-fluid system
