Accurate radio and optical positions are presented for all known flat-spectrum sources covered by the eleventh part of the Parkes 2700-MHz survey. The positions are used to make optical identifications that are not biased by color or morphology. The identification content of a complete sample of 99 flat-spectrum sources stronger than 0.35 Jy at 2700 MHz is analyzed, and possible correlations between the radio core and the nonthermal optical continuum luminosities of the QSOs and galaxies are investigated. It is shown that: (1) the radio-optical spectral-index distribution of the sample has a median value of 0.71 and a semiinterhexile range of 0.09; (2) the value of the radio-optical spectral index which divides QSOs from galaxies is 0.15; and (3) optically selected QSOs must come from a population of quite different spectral character than that of the radio QSOs.
