It is noted that the problem of strong gravitational fields (mu roughly equal to 1) cannot be formulated invariantly or solved locally; instead, it belongs to geometry as a whole and requires an examination of the complete atlas of maps. For mu roughly equal to 1, the topological structure of space-time can be more complex than the usual topology of flat space. The transition to spaces of complex topology logically follows from general relativity, since Riemann space is not required to have a Euclidean topology. The solution using the complete atlas of maps is discussed, and attention is given to a physical example whose rigorous examination leads to new results.
