The expressions are derived for thermal and electric conductivities as well as thermopower of a degenerate relativistic electron gas in the surface layers of neutron stars along the magnetic field B = 4×1011- 1014G for two scattering mechanisms of electrons, namely, for Coulomb scattering on ions in the ion-liquid regime and on high-temperature phonons in the solid regime. The results may be of use to study neutron star cooling rates, nuclear burning of the matter in the surface layers, diffusion of the magnetic field, etc.
