The nearest stars provide the fundamental foundation on which stellar astronomy is based, and have gained added significance recently because extrasolar planets have been discovered orbiting many of the Sun's neighbors. Various NASA efforts require the photometry and distances of nearby stars so they can be added to potential target lists for expensive missions such as SIM and TPF. Yet, we estimate that over 60% of stars within 25 parsecs have yet to be recognized as nearby. We propose to obtain VRI photometry for most of the southern LHS stars and new high proper motion stars (> 1.0 arcsec/year) that do not have VRI photometry, and are not observable during time scheduled in 2002A. These data will yield photometric parallax estimates that will be used to identify candidates for a future parallax initiative, CTIOPI2. A prototype target that would be observed during the proposed program, LHS 1723 with proper motion 0.773 arcsec/year, has been found during CTIOPI to be only 5.5 parsecs away, ranking it as the 55th nearest star system. Many other such nearby stars are hidden in the LHS sample, and the photometry proposed here would allow us to pinpoint the best candidates for CTIOPI2. Stars found within 10 pc during the effort proposed here will be added directly to the SIM Planet Search target list. The larger sample of stars within 25 pc will be used to determine the true stellar luminosity and mass functions, as well as the stellar multiplicity rate.
