A review is presented of some recent work on aspects of the theory of the critical ionization velocity mechanism. Attention is concentrated on microscopic aspects, in particular the heating of electrons by the modified two-stream instability (MTSI) in the context of the circular feedback mechanism. Results are derived for the partition of energy between ions and electrons during the growth of the instability, where the parameter alpha = omega sub pe(2)/omega ce(2) is unrestricted. Electrons should be effectively energized for all values of alpha. Several macroscopic treatments of the critical ionization velocity mechanism are briefly mentioned.
