This lively conference raised a number of issues concerning how we address determinations of the form and universality of the initial mass function (IMF) for upper main sequence stars. On the one hand the data and theory show that a nearly constant upper IMF can and does exist in some circumstances. However, explorations of more extreme environments suggests that the form of the upper IMF need not be and perhaps is not approximately constant. This summary presents an overview of these and related issues in the context set by the contributions to these proceedings.
