The connection between the 3-K microwave background and radiation from interstellar and intergalactic dust is investigated with the assumption that part of the background field is due to dipole emission from silicate grains. A theoretical dust-particle distribution necessary to give a blackbody spectrum is derived and compared with empirical distributions, the hypothesis of microwave dipole emission is formulated as a condition on the density of the dust medium, and implications of this condition with respect to the isotropy of the 3-K field are examined. It is shown that presently allowed densities of cosmic silicate dust are not compatible with the observed energy density or isotropy of the 3-K microwave background and that the background as presently seen is of cosmological origin. Acceptable densities are determined for H I and H II regions, the galactic plane and halo, and the local group of galaxies. It is concluded that the only way the presently allowed densities could exist would be as populations of very small grains, perhaps produced by cosmic-ray comminution of larger grains.
