The aims and characteristics of the planned Soviet mission to Phobos are discussed. The experiments that will be conducted by the mission to investigate the surface and interior of Phobos are described, as are the instruments to be utilized. Additional studies to be carried out by the mission concerning Mars, the interplanetary plasma, the sun, and celestial mechanics are addressed.
