It is shown that the derivation of a nonzero growth rate for turbulent bremsstrahlung involves an incomplete summation of the nonlinear responses. When the classically correct expression is used, the growth rate is identically zero. Next the authors show that the radiative correction to the resonant emission of ion sound waves in the presence of nonresonant Langmuir waves is derived explicitly. Finally, they reply to criticisms by Nambu (1986) of an earlier paper and show that the inclusion of a background magnetic field gives a zero growth rate for this proposed kind of turbulent bremsstrahlung.
