The rule for the formation of the observed commensurabilities of the 1:1 and 3:2 types between the rotational and orbital motions of certain bodies of the Solar System is examined. The period of evolution during which the rotation of these large bodies was synchronized with their orbital motions is discussed. In addition, an interpretation is presented for the rotation of Venus. It is suggested that most probably Venus has not been captured into resonance rotation and its angular velocity is continuously varying slowly, such that this resonance of Venus is transient.
