It is shown that variations in the form of experimental temporal scintillation spectra can be explained by the presence of large-scale inhomogeneities of the intereplanetary plasma (IPP) with a single power-law spectrum of turbulence in the entire medium. The existence of such inhomogeneities can result in erroneous estimates of the velocity and the exponent of the IPP turbulence spectrum (both overstated and understated) if the standard model of the IPP is used.
