The Hubble Space Telescope has imaged starburst galaxies primarily in the optical spectral region with unprecedented angular resolution. We request resources to analyze a subset of two dozen of these galaxies to obtain a better understanding of the structures of starburst regions and to facilitate comparisons between starburst galaxies at low and high redshifts. We preferentially choose galaxies that are known to have significant UV luminosities as a means to ensure that our low redshift starburst sample resembles the UV-bright galaxies which predominate at high redshifts. Our objectives are to {1} identify and photometer compact objects within starbursts {nuclei, star clusters}, {2} investigate relationships between spiral arms, bars, rings and starbursts, {3} map the extent of the region participating in the optically visible starburst and place it in a proper context within the host galaxy, and {4} study the distribution of dark clouds as a means to observe the locations of dense clouds on small spatial scales. These data will lead to an improved understanding of the structures of starbursts, and thereby empirically constrain existing models. They will also provide an improved basis for comparisons with FIR-selected starbursts.
