We will use 36 orbits to continue our HST survey of QSO absorption-selected galaxies to beyond z=1. In cycles 4, 5, and 6, we will have obtained WFPC2 images of 32 galaxies over the redshift range 0.3 <= z <= 1.0; here we are proposing to extend our HST survey to z 1.6 by observing higher redshift galaxies {selected in an identical way} in the rest-frame optical using NICMOS to allow direct comparison of galaxy morphologies to both our z<1 absorbing galaxy sample and to other galaxy samples selected using different criteria. While deep redshift surveys are now turning up examples of galaxies well beyond z 1, a QSO absorption-selected sample has many distinct advantages for assessing the degree of evolution in normal field galaxies because gas cross-section is to first order independent of luminosity, morphology, and star formation rate, allowing one to be more confident that one is comparing the same types of objects, in as unbiased a manner as possible, over a very long time and redshift baseline. The images will also be used to connect the absorption line properties {e.g., gas-phase physical conditions, kinematics, chemical abundances} to the galaxy morphological properties, inclination angles, and orientations in order to continue to explore the connection between the absorbing gas and the galaxies. The final sample of galaxies will be unprecedented in the amount of information it will provide on both obvious and more subtle forms of galactic evolution over a large time baseline.
