The ESA Far Infrared and Submillimeter Space Telescope (FIRST) model payload is described. The frequency/wavelength coverage versus spectral resolution capabilities of FIRST submillimeter heterodyne receivers, a short wavelength spectrometer, and multiband array photometer are shown. At 1hr intervals, photometric and infrared spectroscopic sensitivities are 1mJy and 100 mJy respectively. For heterodyne spectroscopy, Tsyst = (Frequency in Ghz) x K.
