The origin of cosmic background radiation is discussed according to the standard model for the origin of the Universe. Current measurements of the black body radiation spectrum and the large-scale isotropy are examined. Proposed experiments for NASA's cosmic background explorer (COBE) satellite include measuring the spectrum from 3.3 to 0.33 mm, the anisotropy at four frequencies, and the diffuse infrared background.
