The Pierre Auger project is an international effort to measure the highest energy cosmic rays. Recent observations indicate that the cosmic ray spectrum extends beyond 10(20) eV, and that the predicted Greisen-Zatsepin-Kuz'min cutoff due to interactions of the cosmic rays with the microwave background is absent. Because the highest energy cosmic rays are deflected only slightly by intergalactic magnetic fields, one can hope to correlate their arrival directions with astrophysical objects. The Auger project will use a hybrid of two established techniques for measuring these particles: air fluorescence and a surface array of water \v{C}erenkov particle detectors. The observatory will ultimately consist of two 3000 km(2) sites, at El Nihuil in Mendoza, Argentina and in Millard County, Utah, with the southern site to be developed first. Plans for development of the observatory and the scientific prospects of the experiment will be reviewed.
