The form of the luminosity function of pulsars and the distribution of pulsars as a function of distance to the galactic center and distance from the galactic plane are investigated. It is shown that the correct luminosity function is given by a power law with an index of 1.76 + or - 0.06 and that this function is valid over the luminosity range from 3 x 10 to the 26th to 2 x 10 to the 30th erg/s; the power-law index is 0.7 + or - 0.2 for luminosities less than 3 x 10 to the 26th erg/s. The space distributions of the pulsars are compared with those of extragalactic supernovae and galactic supernova remnants. The total number of pulsars available for observation is determined to be 182,000 + or - 55,000, and a mean pulsar age of 7.5 + or - 5 million years is obtained for old pulsars. It is concluded that the pulsar birthrate in the Galaxy is one pulsar every 37 (+37, -13) yr.
