The paper discusses the dynamics of clusters of galaxies at the time they become bound and violently relax, and the consequent effects on the thermal history of the intracluster gas. This is modeled as a time-dependent potential, and galactic friction is considered as well as the heating effect due to the violent random changes in the overall gravitational field. It is concluded that cosmological information cannot be deduced from such calculations, because cosmological effects cannot be disentangled from the equally important, and previously neglected, relaxation effects.
