New photometric and spectroscopic observations are presented for likely members of Vul OB2, and a distance estimate of 4.41 plus or minus 0.12 kpc is derived for this association. The 67 day classical Cepheid S Vul is found to be a likely member of Vul OB2 based upon evolutionary status, radial velocity, and derived equivalent B star reddening. The derived luminosity for S Vul is -6.89 plus or minus 0.09 m.e., and it is concluded that S Vul is suitable for use as a calibrating object for the galactic PLC relation.
