In the present paper a solution to the problem of gravitational instability is obtained, which is more general than Zel'dovich's (1970) nonlinear solution to the problem of gravitational instability in an expanding universe. The nonlinear stage of development of primordial entropy perturbations which are transformed, after recombination, into strong increasing perturbations of potential type, is examined. Some possible versions of the cosmogonic process in a hot universe are discussed.
