It is shown that the beam width of radio emission at the second harmonic of plasma frequency does not exceed the width of the angular spectrum of plasma waves excited due to the development of a loss-cone instability within a magnetic trap (arc). The polarization of emission corresponds to an extraordinary wave, and its degree does not exceed the value of ~ω_He_/ω_pe_.
