The paper considers a model for supercritical disk accretion onto a massive black hole in which excess matter is blown away in an optically thin wind from a large (10 to the 15th cm) spherical bulge around the black hole. It is assumed that energy release is efficient in the radial infall and suggest a possible mechanism. The power law continuum from the central bulge is then partly scattered back on to the disk in wind giving rise to line emission by photoionization. Line widths and luminosities for H-beta and Lyman-alpha predicted by the model are found to be in approximate agreement with observations of type 1 Seyferts and quasars, as are order of magnitude estimates of widths and strengths of forbidden lines. The simple model predicts doubling of forbidden lines, which is not observed. The model is shown to be consistent with a reasonable cosmology.
